Born in New York City, Berger began performing at a young age. After graduating from high school, she studied acting with theatrical director Erwin Piscator at the Dramatic Workshop at the New School for Social Research.

Early television credits included episodes of Kojak, The Blue Knight, Baretta, Rhoda, CHiPs, Ryan's Hope, Cagney and Lacey, Barney Miller, Kate & Allie, Singer & Sons, thirtysomething, Anything But Love and Civil Wars. Later appearances on the small screen included Empty Nest, Chicago Hope, Murphy Brown, The Commish, ER, The Nanny, Everybody Loves Raymond, The Sopranos and NYPD Blue.
Berger was also prominent in feature films. She was best known for her roles as the mother taken hostage on the subway in The Taking of Pelham One Two Three (1974) and as Aunt May in Crimes and Misdemeanors (1989). She also starred in the crime thriller Deep Cover (1992), Ghost World (2001) and the 2008 Adam Sandler comedy, You Don't Mess with the Zohan.
Berger died May 26, 2014, in New York City. She was 91.
